Mark Carney is now Europe looking to build Canada-EU links on military matters, trade and economic ties, and citizens.

He travels to France and will attend the European Union State of address.

Based on reports, he has suggested making Canada an affiliated member of the European Union.

Carney confirmed visa requirements and possible visa-free travel will be part of the negotiations.

Some commentators note the EU's favourable view of Carney does not guarantee simpler trade agreements.

They also say stronger links could carry drawbacks for Canada.
